If it was all water with no debris it would have blown onto the fire. I recon pilot has no way of knowing other than weight that there is debris in the water.
Why is it I have 1 man in a 40,000L 6X6 articulated water cart on most large construction sites for dust suppression and compaction and when its a fire emergency its all man power hands and hoses. Is it because industry just dose it bigger, better, faster, cheaper and fire departments stem from government Bureaucracy?

When the helicopter's snorkel sucks the water from the bottom of a shallow pond it picks up whatever muck settles to the bottom of that pond.
Probably best not to think of what might be in that. Suffice it to say, the firefighter definitely needed a "decon" afterwards.
