It's called the grappler (look it up) and it was invented 5 years ago, This chase could have ended a hell of a lot sooner, like 5 minutes that tool is really effective. That happened in Houston in I-45 when I lived there. Ther was 50 police cars chasing him. A lot of cops got in trouble for having that many in pursuit

They were not chasing him because he made a turn without signaling. Minutes before he shot a motor officer in the face, killing him. The 'poor guy' in the truck was a parolee who was recently released by a judge despite the fact that the DA recommended he not be released due to several violent charges that were pending.
