      @@Mandemon1990 Pretty much only the Human Alliance and the Turian Hierachy prepared for the Reapers' arrival and that was thanks to Garrus and his father. As for the Human Alliance, they mobilised the fleet before the Reapers were able to reach the Sol System and Admiral Hackett and Anderson actually listened to Shepard's warning. Unfortunately they were no match for giant lobsters capable of destroying dreadnoughts with a single shot.

      And yet, for all the preparations anyone did, only Hierarchy was able to even stand. Alliance folded in like 5 minutes into the assault.

      @@Mandemon1990 Well in defense of the Alliance, Harbinger wanted to knock the humans out of the war first because of Shepard. And frankly, I don't blame the Reapers.
      Those Salarians and Asari though... lucky bastards. Hid away from the war until hell shows up at their gates.

      @@jakespacepiratee3740 I wouldn't say same but they are very similar. Geth Ships remind me of Cuttlefish whereas Reapers look similar to other Molluscs but they're more like a Squid

      Uh, the requirements for the Council are very clear: you need to have both the economy and military power to provide aid to species who need it. That’s why the Volus aren’t a Council race despite building the galactic economy, they’d hadn’t fought a war since before they achieved space flight

    In Mass Effect Legendary Edition, the original Councilor's names are divulged as early as the first game through subtitles. In the original trilogy, they were only named in Mass Effect 3 by Udina during his assessment of their temperaments provided they survived the first game.

    The Reapers are an Outside-Context Problem.
    The Citadel can handle a rogue Spectre Agent with an army of killer-robots at his back.
    It could barely handle one rogue Spectre Agent who served as the herald for a mind-controlling, techno-organic Eldritch Abomination with superior technology that can instantly takeover all government functions & FTL travel within known space.

    There should have been a new quest after the Collectors Base mission (introduced in the Legendary Edition) where Shepard is holding Harbringer data and eventually decides to show it to the Council along with all other evidence. The Alliance would also have to allow A/K to look for that Reaper cannon and assign them to an anti Reaper mission.

    I'm very curious where the line is drawn between Citadel Council law and the laws of individual species. The Turians still have their Primarch, the Asari their matriarch's, the Salarians their dalatrasses and the Humans have the Alliance Parliament. Where do the laws of these individual governments end and the Council laws begin.

      It seems that the confederation of species is so loose that the Council effectively has no power except in Citadel space. Yeah, they make laws for the members of the alliance, but when someone disregards those laws or just peaces out, 99 times out of 100 the Council shrugs and moves on.
      They are the space UN: mostly incompetent and powerless but everyone wants to be a part of their club because otherwise they get weird looks and stop getting invited to parties.

    There is a dialogue option that confirms that the knew but didn't even know where to begin to stop the Reaper threat. By design, their government was too bureaucratic to respond to such ambiguous threats, especially in a very short 3 years. Heck, the Asari was already lowkey trying to dig into it.

      See, difference is the UN doesn't have an army.
      The ME council HAS an army, they just don't fucking use it because they're IDIOTS.
      Also the UN has delegates from ALL its member nations, tho by giving only some of them Veto it makes the rest little more than glorified pawns.. The council has 3 delegates and doesn't even TRY to hide the fact that all other species are just pawns.

      @@thespanishinquisition4078 the army is provided by each council seat race. That is actually why a lot of the older species don't get a seat as to be a council member means you have to supply ships for the citadel navy and take part in patrolling citadel space

      You have to look at them realistically to punish entire species like krogans or quarians for things that 300 or 1000 years ago is silly, the punishment of the ancestors is a pretty silly cliche and the city council turned it into pure racism centuries. I would understand their deal if that was more or less recent, but since the culprits of everything that happened died many century ago, that makes the advice pretty stupid for me.

      @@elxenologoimperial184 to be fair most if not all krogan talk about how they'll start war all over gain if they ever got cured. Hell wrex even agreed that a cure would just cause a problem again andi only trusted the krogan because he managed to take control and start a new cultural age for them. The quarins are a bit more difficult as while they don't deserve to be punished they tend to be or rather their government tends to be rather dickish with other species and has often stolen resources from sectors and even outright antagonised the turian navy. Though mostly it is flotilla quarins that tend to be stand offish while quarins that have left the fleet or stay in turian space tend to actually be rather well received heck living in terminus space or it's edge is often much better lives lived than with the fleet

      @@Phantom6.6.6 Not really the thing is that it was more than 1000 and 300 years ago and the council continues with the same. I have read all the extended material including andromeda novels and really the turians never treated them with dignity and garrus even in mass effect 1 , his character was openly racist against krogans and quarian. In mass effect the social rights are more reached in many areas but in general they are also much more backward
      also the quarians live better in the fleat than in termynus or in the council space throughout the saga that is something that was consistent. Even in comics Tali herself almost died thanks racism in the council space, the council does not treat them as persons at all and her bad opinions about the council have foundations.
      Keen himself tells you that Terminus is hell and that he wants to leave It place, with lia'vel we saw how even the police harassed them.

      IT does not. The council and UN provide two very different purposes. The UN is a permanent location for countries to negotiate at, and talk. They make no formal decision. The Council rules all of council space with huge amounts of autonomy given to its members. But, it does make laws and regulations. Very different.

    Recently play mass effect legendary edition. And the council was most annoying part in part 1 and 2
    We have a literal reaper attack citadel and they were like "there is no evidence reaper exist"

    Alot of the games dont show the nity gritty so the extra stuff and fan headcanons often make more sense. (If i can find the fanfic I read that was super in depth with a more realistic humanity and response to the reapers I'll link it.)

      Planetfall was a badass game but it just lacked something, idk what it lacked but something made it hard to get through.
      The fact that development on the game was stopped and the game never really blew up, I don't think it'll get much coverage from TI. They do have to think about how their videos will be received as well as what interests them

    I love the ME trilogy. But I found the Citadel Council and the Spectres to be the least believable elements. I simply can't imagine that politicians would EVER be comfortable with powerful agents who are above the law and with such long leashes.

      Galactic Republic. GR fell to machinations of one man and didn't even have a military, and resulted in civil war.
      Citadel kept peace for thousand years and only got blindsided by outside-context-problem of Reapers, which they had 0 intel to work with.

    The idea of the council was always a bad idea. It seems like they're asking for accusations of xenophobia and favoritism.

      I always saw the Council as an inherently evil organization.
      They're an authoritarian cabal which subjects trillions to the whims of three, debatably four, people. They enforce treaties on nations which never signed them (i.e. enforcing the Treaty of Farixen on the Quarians), deny said nations an embassy until they deem them arbitrarily worthy, and have their own private army of black ops agents who run around the galaxy, answerable only to the Council (again, THREE PEOPLE!), and have carte blanche to do whatever the hell they want.
      The Council claim to act in the best interest of everyone, but it's shown repeatedly throughout the trilogy that they show enormous favoritism towards the Asari, Salarians, and Turians.
      They weren't founded on any sort of constitution or governing document, and there are zero checks on their authority. The rules the Council abide by are whatever rules they SAY they abide by. They hold species accountable for the actions of their ancestors for generations down the line, and if you stand up to them, they sterilize your entire race.
      I think the least believable thing about the Mass Effect universe is that after thousands of years, these despotic tyrants haven't been forcibly removed from power. In my own headcanon, after the Reapers are gone, Shepard publicly calls for the immediate and absolute dissolution of the Citadel Council, replaced by a Republic of Free Worlds. Membership is granted to any nation who sign their constitution, and each nation is granted a seat in a new Galactic Congress. Should a species refuse to join, they are left to govern themselves without hostility, and are still offered an embassy to maintain diplomatic relations. While not permitted to take part in deciding RFW law, any species may send observers to meetings.
      There's more to the concept, but it's far more than belongs in a TH-cam comment. TL;DR: Council bad, m'kay?

    Honestly Mass effect kinda suffers from the "Stratocratic" view most military Sci Fi suffers from the ultimately idiotic idea that the Military is any less capable of incompetency as their civilian counterparts.

      @@redrave404 I don't see how incompetency would make them worse than "Experiment Gone wrong is the norm" Cerberus. Seriously literally almost everything Cerberus does backfires on them in some way in the games.
      As for Bleakness overcoming insurmountable odds is a inherent part of Mass Effects story I don't see how a few Incompetent or craven Military officials would detract from that theme.

    It seems kind of a weird point of view, since the Templin Institute is basically discussing the Council's opinion of itself and recent history post _Mass Effect_ but before _Mass Effect 3._ Most obviously in the claims that the Protheans built the mass relay network and the strong suggestion that Sovereign was a Geth platform.

    The method which species join the council is not realistic or smart at all.
    You can only join by the approval of current council's unanimous vote. Meaning each time they allow a race into the council they share, ie diminish their own ruling power.
    It is in the council interest to not let anyone in. Even after the battle of the citadel council wouldn't let humans in. Politics is the the game of gaining and maintaining power so you can implement your plans for your nation. Politically speaking the formation of the council a loser's game. Or in a fan theory dystopian way the council association is a system to exploit weaker races hoping to join for the council's own use.

    An idea I came up with recently and wish had been an actual part of the Council post Mass Effect 1 is having at least one of the original councilors side with Anderson and Shepard politically. It would have at least made the Mass Effect 2 scene with them more interesting rather than keeping them as an "Ah yes, Reapers" echo chamber minus Anderson. Perhaps make it the Salarian Councilor and have him publicly side with the Turians and Asari so as not to lose political clout like Anderson did after Shepard's death, he even expresses interest in what information they have on the Reapers when Shepard initially presents Tali's evidence.

      As it was made clear in ME2, bureaucracy is what plagued the Council and the Alliance. This is why so many former Alliance soldiers joined Cerberus.
