In building menu (accesed via board in command tent) you just select what to build and where it will be placed. To actually build it you need to equip shovel (via quick slot radial menu, or via inventory screen) and dig. If you build small vehicle depot, you can request vehicles and don't need to walk to objective. If you build armory, you cen get more weapons and other gear. But you should probably build antenna first, because this will increase radio range > more objectives will be in range, helps to slowly regenerate supplies at base, and you need radio connection reach in both ways (to/from main operation base) if you want to spawn at captured bases.
I think you were in single player because of "saved" notifications in top right corner. Those autosaves can cause occasional fps drops. Also AI and everything is computed on your HW, so it can sometimes result in lower FPS in SP than on server.
