The Dai Li also probably knew what he and maybe even Zuko looked like, considering there're wanted posters of them all over the Earth Kingdom). He knew they were being watched, but he just didn't know it was Jet; or rather Jet was also watching them. Which is why he throws the bad tea out the window and speaks so loudly and inconspicuously (I don't know if that's the right word, but he doesn't talk like how he usually does; he talks very clearly and very carefully and he made sure to not call Zuko by his real name); not to mention he goes out of his way to borrow spark-rocks even though he's in the privacy of his home. where nobody else is. He realized that "why would someone sneak into a refugee's apartment just to steal a set of spark-rocks and nothing else?" Iroh was trying to stay composed and keep the act up in front of the audience while Zuko is living the retail-worker's dream of fighting the annoying customer (those weren't even his swords, he yanked them off one of the police guys).
Every time I go to the comments of an ATLA I learn something new -- I never thought about Iroh really being vigilant about the Dai Li! This show is the gift that keeps on giving.
to be fair though, they live in an era where photographs don't exist so the Dai Li probably couldn't really ID them so easily, heck, even in the Fire Nation there are people who can screw up which side of Zuko's face his scar is supposed to be on.

Iroh went through depression (about between since his son died and after Zuko challenged Xhao), Smeller Bee is a trans girl and not just a tomboy, a certain waterbender is the reason Katara's mother was killed, Monk Gyatso killed all those firebenders (he removed all the air from the room, suffocating them all and preventing them from firebending, his corpse is surrounded by numerous firebender corpses and his clothes aren't singed), there's a good chance Suki and everyone on Kyoshi island is technically Aang's relative making him both Sokka's brother-in-law and father-in-law, I've seen a lot more trans-Sokka headcanons lately, just a lot more realizations and a lot more headcanons that make a lot of sense.

Iroh is a highly skilled and experienced warrior so he very well might have noticed Jet following them since the train station and that's why he was basically narrating his actions and not using his bending even though him and Zuko were alone.

Pretty much most cold war era authoritarian communist regime. However, if Nickelodeon want to export the show to China without getting censor, they may be able claim historical accuracy. The Late Ching Dynasty era is also quite similar. A succession of emperors who were basically a puppet under the Empress Dowager Cixi and her cronies. China was carved up by multiple colonial powers and embroiled in numerous rebellions and the emperors were pretty much in the dark or just pretend not to see or know anything.

Earth kingdom is based off of China as they have a wall as well The city is by far the largest in the World of Avatar, essentially being more of a small country than a mere city. As a testament to its grandeur, the Earth Kingdom's roadway network is centered on the city. Ba Sing Se means "Impenetrable City"

Pretty much most cold war era authoritarian communist regime. However, if Nickelodeon want to export the show to China without getting censor, they may be able claim historical accuracy. The Late Ching Dynasty era is also quite similar. A succession of emperors who were basically a puppet under the Empress Dowager Cixi and her cronies. China was carved up by multiple colonial powers and embroiled in numerous rebellions and the emperors were pretty much in the dark or just pretend not to see or know anything.

Chances are he also knows about the Dai Li and that Ba Sing Se is like a total police state, so he decided to just be careful.
