In this case is conversion resistance. The baseline for most unit is 5 seconds minimum, 9 second maximum (And with appropriate upgrades/civ bonuses both numbers go up, with Devotion and Faith it bumps up to +9 min, +14 max)
Should they bring back the AOE1 tech Sacrifice - it means when your monks are wololo ing, if you delete your monk, you instantly get the conversion on the enemy unit. OP ???

im Surprised you say Redemption over Fervor. Fervor is my first monk Tech every time. Sanctity being second i usually dont get Redemption until Castle. the Gold demand is just to high. But your the pro not me lol.

Yep, if it really was 50% faster as stated it would reduce the total recharge time only by 33% (1/1.50 total recharge time)

Each monk has their individual minimum and maximum time. The more monks you use, the higher the chance that one of them will finish the job early.
No, there is no impact of theocracy. The group of monks is converting exactly the same "speed" as without.
