Security Council resolutions are binding under international law, although legal experts say they are open to interpretation, hard to enforce, and routinely ignored. Others say it's up to the UN member countries to enforce resolutions. It's very poor form to state that an agreed UN Resolution "doesn't change anything". How does the world take the US seriously in future if this is their attitude?

There is a book called The Procedure of the Security Council 1972 ICJ Namibia Advisory opinion says that because of Article 25 , Chapter 7 citation isn’t necessary to make a resolution. 2728 is binding . That is seen as the key authority in the Security Council . John Kirby and the Ambassador are wrong.
