Actually, it's just that one guy that taunts you as you walk up to the bars, even as his more experienced partner tells him to shut up, knowing that taunting Batman is a *very* bad idea. That is, until you actually do walk up to the bars, he actually sees you for the very first time, and he realizes he's done fucked up.
I haven't played this game but if I did, I would've probably always approached them in a way that gives them time to realize that they're meeting the legendary Batman.
