Looks good...only issue is ur order of preparation....did u edit it incorrectly. If u prepare rice upfront even if it's 70 percent cooked...it will cook in the steam if u keep it aside till mutton is prepared... probably u will keep the water for rice to boil while mutton is getting prepared as it takes time....also what use is putting the coriander and mint in rice...u could have put that while layering...in the current way most of it will go waste and u won't be able to taste it as well...as it went away in the water....it's too small to make any taste impact in that much water.
