This seems to be a weird mix of two different versions of "Ca ira" produced at two very different points of La Revolution.
The first half seems to be from around 1791, when the nobility and clergy was still around but were beginning to renounce their wealth and privilege (often reluctantly). General Lafayette was still in power at this point and quite popular.
The second half of the song is from around 1793 or 1794. By this point, Lafayette was blamed for the massacre on the Champs de Mars and had fled France to save himself from his date with Madame Guillotine, he ended up in an Austrian prison. The nobles had largely fled France in fear, and many remaining nobles and priests were being persecuted and killed.

That is a very strange translation at 1:31. To substitute an idiom for a word which can be directly translated is probably bad practice. I'd soon write "He who exalts himself shall be humbled / He who is humble shall be exalted." as that is more literal, and the French is clearly a reference to 23rd chapter of the Gospel of Saint Matthew.
