dummy gates. in IC layout, it is a common practice, with planar tech. I'm researching finfet for upcoming job & i speculate those are dummy gates as well. Serve numerous functions most notably guard the 3 middle gates, overcome irregularities due to fabrication often the outer fin or diffusion is rounded. placing a dummy on parameter forces the diffusion to be more true to expected parameters. etc.
above reasons and also to have a uniform (similar) electric field distribution over all the fin devices. If the end gates are not there the first and the last device will have electric field different from the rest of the fin devices.
