    I lived in Phnom Penh from 2006 to 2008. This guy notoriously panhandled along the riverside and in expat areas. I'm 100% its the same guy. I'm sure other folks will verify this. The story he gave me is that he was deported from the US due to his gang affiliation. He would give other stories to other folks. I'm not saying his 4 year stint in prison was a lie, but he does have a reputation of talking nonsense. I'm honestly surprised he's still alive.

      I knew his story was BS when he said he went to jail for four years for weed in *Cambodia* . If you get caught you can literally ask the cop if you can "pay the fine" (bribe) and get out of it, and that's if the police even bother you. You can literally buy happy pizza anywhere and you can get weed delivered from the store. They'll crucify you for coke or heroine or meth, but weed in Cambodia may as well be oregano.

    Steve is well known in Cambodia. He was in jail a few years ago for stealing a woman's handbag in Siem Reap. He never tried to pull anything on me so I always chat to him when I see him. He used fantastic stories to dupe people. He was from Laos and he was crossing into Cambodia and he got "gassed" on the bus and lost his passport. All he needed was some money to get to a church a few miles away. Anyway he's a former gangbanger Cambodian who was deported after a long prison sentence in the US. There were quite a few Cambodian refugees who moved to the US but through neglect or ignorance never actually applied for permanent residency/ citizenship. So after his sentence was served he was sent to Cambodia.

    That was very kind of you. I do believe in giving and you never know. When I give someone money I always look at it as if whatever they do with it is no longer my business. If they want to change they will if they don’t that’s on them. I did my part in trying to help.

    I work at the airport. I met alot of american citizens who had seek help from american embassy in cambodia. I remember one case vividly where the embassy made alot of arrangements for the citizen, they gave him like $1300 worth of trip money, booked him a flight home. In no way that embassy would let its own citizen starved like that. There is something fishy about his story. He maybe is a cambodian american who committed crime in the US, and got deported back to Cambodia.

      Once you're an American citizen by naturalization, you cannot be deported to your home country for a crime unless you are a PERMANENT RESIDENT aka a Green Card holder.

    He's been scamming people for so many years including me and some of my friends with his stories since 2008. He said his passport was stolen and he needed help. It's been along time and he hasn't changed. I live here in Cambodia.

Unless you convert your permanent residency into citizenship by naturalizing, you are potentially subject to deportation if you commit a crime in America. Many Cambodians never sought to formally obtain citizenship, so they end up in situations like this guy.

    I'm thinking he isn't Laotian but if he is then it's a very small percentage. He seems more like a deportee of Khmer-American background. Not many Laotians come out here and generally when they do they don't do stupid things.

      I have met many Lao Nyaw people in Long beach, California who are Lao descent but their parents born in Battambang, Cambodia. He could be telling the truth about his ethnicity but not other part of his story😂.

    I believe in karma. He was an engineer mechanic and didn't realize where he is valued at. So with bad habits of buying illegal street products and from another country, I think he was playing with fire. That's if he's sorry if true. But overall, I would help only enough to get by one day. At least, there's a promise tomorrow. Keep up the great work.

      Yeah, so I get the scamming part. But to say he’s not from Laos or other personal details about the man, I’d like to know specifically the sources. Otherwise, just stick to him being a scammer. I’m not saying he’s from Laos or not from Laos but no one seems to know for sure except make assumptions based off their own personal biases and stereotypes. His English sounds as tho he had been living in the states so at least that part is true. However, his actual ethnic identity, he could be anything. Everyone knows drugs are cheap in Asia so many people of all backgrounds flock to countries like Cambodia, thailand, Vietnam, etc.

    everytime i bump into this guy he asks for money telling me he just got outta prison. He probably ran out of storage space in his head for all the people he's asked for money and told them how he just got outta prison. I gave hime some money the first time and by the second time 7 months later when i bumped into him again he had forgotten and asked for some money and how he just got outta jail.

    I laugh so hard when Trini Explorer has a second thought and thinks out loud, "Did I just get scammed? Was his story true?" Hahaha. Come on Trini Explorer, it is not like he is demanding from you like the panhandlers do to the people in the United States. Man, here where I live, the panhandlers are so horrible and they demand money and stuff and if you say you don't have any spare change for them, they threaten you and curse you and wish harm upon and stuff. And If you actually give them some, they keep demanding for more. I get this at a gas station and a groceries store. Trini Explorer if you did give this man something, please consider it that you are helping out another human being. Come to the United States and you will see lots of homeless in encampments along the freeways, sidewalks, and alleys, and in more hidden places. Cambodia does not have social services to provide its citizens to survive as human beings when they are down on their luck, let alone foreigners. My question remains is that how come Steve the mechanical engineer working for Ford Corporation in San Francisco still lives with his parents in the garage in the States. Haha. Also Trini Explorer with your skin complexion, people around the world will always think that you are blessed with having money, financial security, and Earthly bliss. Just play along and don't go around changing their perception of people with less melanin.

Telling lies for money is basically the definition of a scam. I don't think it matters whether they come from, the US or Laos, whether they are aggressive panhandlers or passive scammers. They're all there for one reason, to extort money. Think about the amount of people he's done that too (if he is Scammer Steve). My friend sitting behind me who lived in Cambodia for a while said that his story was bs. I gave him some cash anyway, albeit, not alot. Ill do some research and do another vid on him.

      @triniexplorer6176 I agree. If this guy is a professional scammer taking advantage of Westerners's sympathy, you have to expose him to the world. I also hate money extorters. He did give you a timeline of when he is allowed to get his passport back so that he could use it as a form of ID to access his personal funds so that he could buy a one way ticket back to the states. I also see videos of non-Asian Westerners who are hungry and penniless walking the streets of Cambodia. That is why I thought this guy could be in the same boat, suffering the consequences of his bad choices. If possible, could you find out more about this street smart guy from the American Embassy nearby? In the United States there is a system to provide for everyone to survive as human beings by meeting their basic survival needs. Over in Cambodia, I don't think there is such a thing called the department of social services.
