You know what's interesting about the Serpentor Character? This character is based on the DNA of the worse monsters in history. Khan who raped the world to which his DNA still exists to this day. Eric The Red the Pirate/Viking who done things that cause terror in the seven Seas, same goes to Blackbeard. Vald the impellor to name a few EXCEPT one, the worst of the worst, the one who led a Poor County to a nation of hate, the one who almost conquer the world and made other Monster that cause nightmare to this very date. The one whose name is forbidden. The one and only Adolph Hillter. If Hasbro has the nerve to give Khan and a character who is built on the Dracula legacy, why not the monster of all monsters?
You can retcon it with Golobulus bringing life to Serpentor ("It was I who created you Serpentor"). My guess is Mindbender was able to create inanimate amalgamation or at beast that monstrosity which sgt. Slaughter fought earlier, but it took power of Golobulus to actually make it alive (plus it gives sense to Pythona's words "When you were created, by face was etched to your soul" - it wasn't Mindbender who etched that face for sure...).
I always found Serpentor kind of dull. He was just a super boastful guy in a silly snake costume, and not in a way that was fun like Cobra Commander. =P

the sargent slaughter does a good job hiding his fear during the scene but you can still notice his teeth chatter ever so slightly me thinks he had a cold chill go down his spine during that scene he saw serpentor rise from the dead to unnatural life , and then theres the body language for sgt slaughter the way he looks all wide eyed in absolute shock through the face (presumably behind the glasse) doctor mindbender is absolutely shitting his pants during the scene i bet
