They dont plastic wrap that type of toilet paper. They are packed in boxes and are used in dispensers for businesses, clinics, restaurants, etc. Dont think they are sold to the public.
When I cleaned factories, truck stops, hospitals, clinics, abd Gov buildings years ago this is the type of toilet paper they used. You have special dispensers in the restrooms for them. Never ever seen or think anyone uses those types of dispensers in their homes.
