    The Hemispheric Security Conference (HSC) is an annual conference where experts from academia, governmental organizations, non-governmental organizations, and private sectors converge to examine the most pressing security challenges facing the Western Hemisphere.

    Alexandre Muyl is Chief Security Officer for LATAM at CMA CGM.
    Dr. Michael McGee is a Senior Research Associate with the Aerospace Center at University of Texas at El Paso. He is also a adjunct senior policy researcher at the RAND Corporation, where he focuses on civil and military aviation, defense, and security related subjects for the DoD and other government agencies. His research focus is on operational autonomous and counter-autonomous systems.
    Gibbs McKinley is a Research Associate for the Executive Team at CNAS. Her work encompasses U.S. national security, the history of U.S. foreign policy, and global threats to democracy. Gibbs previously worked on the Countering Foreign Authoritarian Influence program in the Center for Global Impact at the International Republican Institute. She also has prior experience working on transatlantic relations, both for the Transatlantic Security Program at CNAS and at the Center on the United States and Europe at the Brookings Institution. She previously interned with the U.S. Department of State at Embassy Valletta, Malta.
    Sérgio Westphalen Etchegoyen is a Brazilian general and former Secretary of Institutional Security, during the presidency of Michel Temer.
    Major General John Wharton is a Senior Fellow at the Jack D. Gordon Institute for Public Policy and also serves as Senior Advisor at The Chertoff Group and advises many U.S. Government Departments and Agencies. He is currently a public and private sector advisor to numerous industries, universities, and governments. His focus is on technology acceleration in support of national priorities and homeland security. He remains highly active in national programs, nation building and technologies across all sectors to include infrastructure, energy, transportation, agriculture, healthcare, and telecommunications. Internationally, he advises and develops strategies for countries to position them and assure their economic stability and future.
    Dr. Donavon Johnson is an assistant professor of public policy and administration. He is a Fulbright Scholar from the Global South with dynamic research interests. One tranche of his research examines the consequences of administrative burdens bureaucratic encounters and policy making. He connects these literatures to research on, implementation, program evaluation, and social equity to raise questions related to understanding how administrative burdens disrupt Public Administration’s role as an enabler of democracy and good governance.
