He never made it officially.
But Physically, he made the Top Version that surpassed that of Sepheroth's.
Hojo tried the to made Top Tier Soldiers that surpassed Sepheroth. An update to flaws of Sepheroth.
So both Cloud & Zack were test subjects but Zack rejected his new experiment due to him already a soldier. So he remained the same.
But Cloud passed the experiment & became The Best Version of Solider up to date by Hojo's design but he was deemed as failure by Hojo because he never woke up and fallen into a coma.
During this time... Zack was telling him his own life story... That's why Cloud memories is confused with Zack's because he heard those stories from Zack and assuming it was his own.
But he woke up after Zack broke both of them out of Hojo's Lab.
So technically... He's the only soldier that surpassed everyone. Even the mighty One-wing Angel.
The issue is... Hojo want all new Soliders to be control by Sepheroth. So all newly made soldier were placed under psychic-link that Sepheroth can control them. That's why sometimes Sepheroth can takes over Cloud's body.

@@mel-el5862 Zack is Plenty Mighty. Considering he took on Prime Sepheroth for for extensive periods of time, as well severely damaged him enough that allow Cloud to sneak up on him & delivery a final blow.
If I'm not mistaken, he's the second in Command after Sepheroth.

He goes through the worst things in his life, but doesn’t give up.
He even sacrifices himself to save cloud because he knew he had to be protected…
He left Aerith, even though he wanted to be with her, because he knew he had to chase Genesis, and Sephiroth.
As a kid I liked edgelords, but as I get older I learned it’s harder to be a hero.
I like how faithful they were to his personality in this game, he's still always willing to help, always stepping in to try to make things better.
Yeah, I love the way he gets down to Marlene's level when talking to her and reassures her that he's open to hearing what she has to say.
When Elmyra initially snaps at him, he doesn't react defensively or snap back. He just maintains his healthy attitude.
He compliments and encourages Cloud for taking charge during their team-up because he's known Cloud to be shy and reserved.
Zack's the older bro everyone wishes they had.

I was pretty hyped with that bit where Zack appeared, killed Sephiroth and when Sephiroth asked “where did you come from?”, Zack just says “Me? Gongaga”

Angeal's legacy really does live in these two
That is the core of their designs. when designing the protagonist of FF7 there were 3 design choices. Original was Angeal, then the design changed to Zack and then they changed it once more to Cloud. That's why those three are connected through the Buster Sword.

I loved this scene because their friendship is really special to me. I did feel that when Cloud said it, it felt out of character. Considering how much he resents Shinra and often corrects people by saying he's an "Ex-soldier," I was surprised to hear him say that. 😅

True but I think that meeting 1st Class SOLDIER Zack might have been one of best things to ever happen to him so it's more of a homage to the man who quite literally put everything on the line for him than it is Cloud liking Soldier. The same could probably be said about Zack too since the sword and that speech is an homage to Angeal and the fact that he swore to uphold his ideals and legacy. Plus by the end of Crisis Core, Zack really doesn't like Shinra or SOLDIER given what be tells Cloud about them earlier, what he learns and goes through in Niblehime and that shinra literally sent an army to execute him.

I need that Zack & Aerith reunion. Poor Aerith never knew the truth. She never knew what happened to him. The years he lost. That she was always on his mind. Whether they apologize, kiss and make up, or whatever, I just need to see them one more time!
Aerith being a Cetra made it so that she knows he died. She felt when he returned to the life stream. That's why she looks up in a panic when he dies in Crisis Core.

@@david_bytes_ Actually Aerith didn't lie. In the Ultimania books Zack is described as a ladies man who took Cissinei out to dinner a few times even though he thought it might make Aerith Jealous. This also fleshes out why Cissinei had a crush on Zack.
Aerith also assumed he was a ladies man. Aerith just happened to be zacks favorite girl and he eventually grew to like her more. They were teenagers also back then.

Funfact : Cloud's ( he is not named yet ) original design was Zack's but Tetsuya redesign him to what we see today as Cloud Strife but the team still use the original design which has long black hair which is Zack today .
and even before Zack's design the first OG hero would have had Angeal's design. That's why Angeal was written to be the original owner of the Buster Sword. The symbolism and tribute to those three designs and their connection to the Buster sword can e seen on the back over of the original Crisis Core with Angeal, Zack and Cloud all placing their hands on the hilt of the Buster Sword.
This game is so fucking epic. What a masterpiece they birthed.

While Steve Burton was AMAZING as Cloud, Cody truly is a worthy successor. However I agree regarding Rick Gomez. Caleb is trying, and improving, and there are times when he sounds alright to good even, but he just can't fully nail it. he still sounds too young for the character.
His voice lacks the weight of experience, ready to charge into the fight blindly. while Rick could carry that weight and you just felt like you could trust whatever his character said when she spoke because of that tone.
I loved this moment. I've still yet to play Cisis Core to see Zack's full story.
