the bosses were part of an obscure online mode called "tournament" well you had to complete missons to get on top of a leaderboard before it was replace by another mission, it was really similar to mission mode from mario kart ds
and now beccause online shut down, there is now no official way to play it

If there’s one thing Crash Team Racing or Diddy Kong Racing did better than Mario Kart would be their story modes and boss battles. Made single player so much more fun

Against the dry bowser road , why did you stayed most of the time behind him ? Is it because otherwise nothing woule happen ?
If you are in front of him, he is guaranteed to get Stars on some item boxes and his flames are way harder to evade. So, I stayed behind him to better dodge his attacks (since this is a "No Damage" run) and to get a Star for the final part of lap three.

Did Mario Kart Wii have Boss Mode??
Not officially sadly. There were plans for the game to have a mission mode, but it got cut from the final version of the game. Those files were eventually found and released as mods, seen here.
What you see in the video are challenges from the game's Tournament Mode, which were distributed via Wi-Fi. The game also has a hidden Mission Mode in the game files.
