I’m one of those rare people that doesn’t judge people based on what country they come from. I judge every single human being on planet based on their personality. But the reason I say I’m a rare person is because I have a extremely good intuition. It’s very hard to lie or scam me. I have like a intuition radar or something inside of me.

Yes, they do. It's unfortunate. I blame the Nigerian Government for not cracking down on these crimes. Also, Americans should be better educated than this to fall for this nonsense. I am embarrassed our educational system fails students. We graduate students without critical thinking skills and , apparently, the ability to read and comprehend the written language. It is very sad.
As a Nigerian student living in Europe, studying my ass out to have a master's degree in engineering. It's painful when you meet people and the moment you introduced yourself as Nigerian ...you immediately sense they get uncomfortable 6 out of 10 times. And you know it's truly a result of the negative impressions these scammers keep enforcing. I hope he is arrested someday!!!

When I studied and worked in UK, one British guy in my office used to make fun of me because of that. So I just stopped telling anyone I was Nigerian and just spoke with some madeup foreign accent.

The existing jobs are got mostly through connections (you knowing someone in the organisation) and having very high computer skills. So for those who don't have these, they have to think up and start a business. It's not like in the west where your can fall back on a Mcdonalds job for a while. There's nothing to fall on in Nigeria and that's why many people go in to scamming. But that doesn't mean it is the right thing to do either.

What's right is usually the hardest to do but it's still the necessary thing to do!

In essence there are scammers more than this one at the Nigeria presidency.
It is only in Nigeria a snake swallowed millions of naira(Nigeria currency)in the government office.it is only in Nigeria the Ministry of Finance office got burnt within 24hours he was asked to do account of his office.
It is only in Nigeria soldiers are sent to kill innocent end sars protesters at Lekki toll gate and government denied it even with all the ammunition picked from the scene.
In conclusion, Do not bother reporting to the Nigeria government.

I suggest they are reported to the Nigeria Economic and Financial Crimes Commission (EFCC). They have a mandate and probably are less likely than the police to be bribed...

Don't worry about that. I'm an American and our entire country gets a bad rep constantly because of whatever our government is and isn't doing, and the big companies here. No matter what they do, allllll Americans are criticized all the time, and we're given negative stereotypes. I think a big part of it is just that our country has so much money and influence, so we're always being scrutinized. Our media also tells total lies about what's actually happening here, which makes us all look bad to the rest of the world. But most rational people know that a government, or anything bad that only a small percentage of people are doing, doesn't actually mean that all of the people in that country are bad.
