In Australia trucks are never over loaded. When going down such zig zag hills truck drivers do not use any foot brake as it is saved from over heating and failing. Low gear and exhaust brakes are used to maintain speeds below 30kmph foot brakes are always saved.

They are not overloaded. Maybe oversize. But the weight is very much within engineer designed limits of the vehicles. Also you can see they have reduced air pressure in tires. They get better road grip.
