I suspect this issue is just a bad connection or possibly a bad fuse block. This could also be a bad engine or frame ground, preventing the engine from starting intermittently. I would strongly advise the customer to check for bad connections first before replacing any of the modules on board the vehicle. The body control module, or even the engine control module could be bad, but they usually don't prevent the entire vehicle from receiving power just like he is experiencing.
