This sounds very strange, US can send unlimited funds to Ukraine and Israel, but when it comes to the citizens of the United States, all of a sudden there is no money.
And there will never be.

FEMA should be fully funded, but at the same people should prepare themselves. Remember hurricane Andrew in the 90s, it was a wake up call to build better. And yet we still have structures in Florida without proper foundations.
Bingo on govt agencies including the DOD of which I was a part of for 27 years urged to spend unused funds at end of fiscal year or face lose future funding. Crazy system that drove me nuts that funds from Congress could not be carried over to another fiscal year. Nuts.

Did you see that video clip of a Ukrainian army officer rolling around on a bed of U.S. $ bills? I was so disgusted at the sight of it I almost got a stroke.
No Emergency Funds available? Is it because, we spent all our money building all of those high-speed rail systems, which the Floridians are now using to evacuate. Or, maybe because, we gave out some $700 checks in Maui, and some $750 checks in North Carolina.

I would not refinance my house to buy toys for my grandchildren why does my government borrow money to buy gifts for other countries. When you are debt free with an emergency fund you can afford to buy some toys for the kids or whatever you want not before. Simple budget
