I just bought a new laptop and noticed my resource usage was 512mb. I tryied another video one time and it worked, then the next time I launched the game was still 512mb. Now i try every time with commandline but it's not working, what should i do?

can you give me more details? as for infinite loading screen - this is another issue in the gta 4, try setting the game on 30hz for 30fps, this game is not optimize for more then 30fps and it sometimes breaks when goes above that

if your game has no commandline file in it, you can create that file of the same name and file type in your game's directory

How did you open the game without Rockstar Games Launcher? Also does this work on laptops with Intel Graphics?
Everywhere I checked it shows me that my laptop can run GTA IV but every time I open the game I very often get a graphic error where my screen flashes green and I dont know how to fix that.

then enter 128mb. but it will limit most of the option in the graphics settings so enter 512mb, my advice is that dont go beyond 512mb as it can cause lag and crash

Well, I did exactly as he teaches and it worked, I have an nvidia geforce gtx 1660TI and it worked perfectly. Maybe you may have thrown the commandline.txt file in the wrong folder. Check if you placed it in the directory: on the C partition of your hard drive, go to 'Program Files (x86)' in my case, after the 'Steam' folder, after 'steamapps', after 'common' and finally 'GTAIV'. In 'GTAIV' you place the .txt file
