Sir.. There was a confusion,, hair pin loop structure is not formed during Rho dependent termination. Rho itself reaches to the RNA pol. along the rna starnd and breaks the hydrogen bonds and release the rna starnd.

Hair pin loop forms during rho dependent termination...due to hair pin loop pause occurs and rho catches polymerase.
