If you are doing PhD from a good institution there is no need to do a second PhD. You can boost your work by a postdoc in a developed country. If you are open globally, this is not too difficult. IELTS is needed by Canada, Australia etc. GRE is optional in many cases but a good score does improve chances. You will need to mention in your statement of purpose why you want to do a second PhD.
