Yes you can shift to any branch you want. But you have to complete the pre requisite of the course. Also program migration happens after your first year. And the number of seats that will open is only 2%. So, if you want to shift to CSE which has 3000 seats, then only 60 seats will be open for migration and you should have a great gpa and extracurricular base.

Extracurricular activities basically. Like any competitions won or participated in. And for ore requisite course, so for example you want to shift to CSE, then in your second semester you have to do two courses, data structures and algorithms and digital logic design. Only if you complete these courses, you'll be eligible to apply for migration.
This stream is one of the fastest growing careers fields. And here you'll be mastering two subjects. Embedded systems comes under this stream where you work with both hardware and software. Other domains include robotics and AI and also autonomous vehicles.
It doesn't matter which college you study from in this scenario, build on your projects, research profile and so projects. That'll build your overall resume for jobs and for higher degrees.
I would prefer EIE as it's a specialized course that has multiple sub domains like biomedical instrumentation, robotics, ML and many more. Only electrical engineering focuses on core electricals like transformers which is confined to one area. If your interests are inclined towards only electrical and high voltage domains, then go with electrical engineering or else if you want to explore other specialized domains go with EIE.

ECE is mother of CSE. CSE is actually derived and became seperate branch after 1985. ECE teaches hardware completely and basic programming skills to control the hardware using software. The Computer is made by Electronics engineers while OS installation on computer done by CSE engineers. CSE highly concentrates only on software like OS development.

ECE is great too with amazing labs and great faculties, but competitive. Has about 750 students. Placements are good too and core companies do visit the campus. Currently the VLSI specialization is gaining a lot of attention.

Yes there is scope for placements. And also if you do an MS, there is a lot of scope in domains like robotics, healthcare, VLSI, embedded systems and power electronics.
EEE is pretty good at VIT Chennai. All comes down to your interest in the subject. The number of core companies visiting the campus are less, but if you do well and maintain a decent cgpa, you'll surely get placed.
EEE is a great branch overall! There are research and machine labs too that are great, one popular being a tie-up with Schneider Electric. Talking about placements, there are top core companies that hire students but is pretty competitive though. Also, there is a lot of future prospects in this branch too focussing on the power sector, smart grid, energy and nanotech!
