We opted for the shuttle bus that stopped at our hotel.. Travelling with small kids and suitcases, we didn't want to take our chances with the airport train and having to change to another line plus walking. It took slightly more than an hour due to traffic and stopping at about 4 other hotels before ours but it was great. We did the same going back.
There are two international airports in Tokyo. One is located near the city center and takes only one hour to reach the city center. The other is located in the suburbs and is far away from the center and takes two and a half hours.
December, January, and February are cold winters in Northeast Asia. It snows in Northeast China, Japan, Korea, and Taiwan. You can go to enjoy the snow and ski, which is completely different from Southeast Asia.

Why not take plane from Singapore (SIN) to Tokyo Haneda Airport (HND)? Its closer to the city
Usually HND is more expensive to fly into instead or NRT➡️keisei line
