It's probably just head voice. I don't think Mariah would use the whistle technique to hit such a low note (D6). Also the note has just the right amount of projection to sound very distant, which would be quite difficult to control if it was whistled. In any case, it was so beautiful.

Main reason I could tell is her expression and how her jaw drops ... Since head resonates in the head , mostly people would have more of an expression and would lift their cheeks or just stay relaxed while whistles is just mainly a small part of your throoat and u just drop ur jaw in a very relax way .... can especially tell because when it got lower she shaped her mouth/jaw to help form the sound and thats how you do whistles the lower you go... Normally with head voice you dont need so many mouth shaping or jaw movements lol

That's actually headvoice. You can hear the depth it carried, the resonance seemed to envelope the hall, unlike a whistle which has a piercing, slender, flute-like quality. So if she'd gone to whistle, it would've been like a katana blade cut through the vibe, instead of that she used her headvoice to produce a beautiful mermaid sound, creating a haunting but majestic ambience. That's very great control and musicality. The reason why, in my opinion, everyone mistakes that is she rarely uses her headvoice, also her headvoice is bright and really angelic, very "whistle-like" yet the resonance, depth, which whistles hardly possess, are still there.
