I guess Cumberland Ave is a little easier to get across when the cars have to drive into a single car elevator that can only fit one car, go up to the top of the overpass at an excruciatingly slow rate and drive into the other elevator to get down. Knoxville knows it's not ideal, but that's what's necessary to keep them safe from the pedestrians.
