If possible I recommend decreasing the amount of passport checkpoints into the international zone and increasing the security checkpoints. I know it would be a big rebuild but it would probably be worth it with the amount of passengers you’re seeing come through that terminal. Because right now you have 8 security checkpoints going to 14 Passport checkpoints, the passengers get through the checkpoint faster than security. 🤷♂️ don’t know if this would help.
It would probably work better if your larger flights had longer delays between flights. They can’t get to the stands in enough time. And the staff rooms are wildly small and probably why there are missing agents.
It seems like the pathing is just choosing any security, passport and exit within the same security zone so having some blocked off within the same single zone is probably casuing the issues. Might be worth only blocking access to things if you are going to be having multiple security zones in place.
When you rebuilt terminal 2 it might be worth just keeping the stands but on a bus service to terminal 1 until you're ready to reopen it. (Or just build temporary stands at the top right) Also you can build some of the terminal underground so you can walk to the remote stand to reduce the number of busses. Also move your contractor bus stop and the place where they drop off the materials closer to where you are building so you don't have to wait as long for contractors

Don't forget your INT checkpoints and baggage checks use security also... you'd be better upgrading those INT checkpoints to automatic as you can 3 autos per 1 manned (or have a split of majority auto and a couple of manned ones like normal airports) Also you've packed on flights but pn your planner most are delayed... think you hit the G key and have a look 😂

The flight planner is always so bugged. For me it would literally not schedule any helicopters on the small stands. Neither on the medium stands. Luckily planes are mostly fine... for me at least and luckily for you as well

At the middle section of your large flights the walkalator you put in covers one of the doors so noone will be able to get down through there

I think you should add a corridor between the international and domestic terminal so you can have some connections.
