Screen Rant did a tally of character screen times in this movie. The top 3 are (minutes): Bruce/Batman = 35, Joker = 25, Harvey/Two-Face = 22.
According to other sources, Batman '89 had the following approximate screen times: Bruce/Batman = 32, Jack/Joker = 32, Vale = 29.
Apparently, Batman Returns is the only live action film where Bruce didn't get the most screen time so far: Selina/Catwoman = 33, Bruce/Batman = 31, Penguin = 29.
Different sources may have different numbers.
As for the story, it's basically a tug-of-war between Batman & Joker w/ Dent & Gotham caught in the middle.

Spider-Man 2 is perfect you all are right. Batman 1989 was near perfect, but but but but … The Dark Knight tops them. Of course I know it’s all subjective. My top 3 is The Dark Knight, Batman (1989) and then Spider-man 3. Of course I’m a Batman homer too.

Officially, Batman's "no killing" rule came into affect in #4. During a swordfight with pirates, Batman tells Robin "Use only the of your sword, Robin! Remember, we never kill with weapons of any kind!" Furthermore, the character began working alongside the Gotham City Police Department and was deputized as an agent of the law. These now meant Batman was no longer considered a vigilante and would have to work within the guidelines of the law.(Winter 1940)
I don't know how "official" the no killing rule or no guns is in this trilogy when he clearly kills people and uses guns. He let Ras die in the train in Begins. He throws Harvey off the roof and kills him here. And he uses guns to shoot up and kill Talia in TDKR. People only see what they want to see 😂😂😂
