My guess is, if Warren Spector started a Kickstarter for the One City Block RPG, he would probably make several million dollars overnight. I mean, all he would have to do is set a budget, or if he didn't understand budgets, just talk to any of his friends who do. He's one of the big guys behind System Shock. He could easily raise enough funds to create this game!
The upcoming The Occupation reminded me of this idea in practice.
I'd like to play the One City Block RPG. Small Town RPG would also be interesting
Totally. Reminds me that there is this upcoming game called The Occupation being made by White Paper Games (Ether One) that is focused on a few buildings and the characters in them with a focus on non-combat AI and a simulated schedule, played out in 4 hours real-time. I played it at EGX Rezzed a few months ago and was quite impressed that it was basically a non-violent Deus Ex in 1980s England.
Damn! I saw the trailer for The Occupation but never followed up on it. Sounds fantastic.
Shadows of Doubt seems like its getting close
I think the concept would do very well as a modification for Deus Ex. If someone tested out as a modification, the mod could be used as a template for the ambitious, more fleshed out concept Warren envisioned.

basically is more or less what FromSoftware did with DS1 (until a certain point). More verticality and an interconnected world. This formula could work incredibly well if they know how, it gives you massive freedom and replayability.
