Gonna give an honest answer lol, he's one of the characters I play in GG, he's super fun ^^ Basically you can still do normals and B&Bs but only with normals, when you do a special with no meter he immediately gets tired/stunned for a while and you're left completely wide open/vulnerable while he recovers. Huge risk so only do that if you can finish off your opponent, or be on the ball with recovering if they're not paying attention. Also, about the half-Gear comment, remember Ky was a human, and after, uhh... well Dizzy caused permanent changes with him in the lore LOL. So probably why their son still has human traits about him!
