Just want to let you know that due to the "smart city" venture, a lot of these "smaller" cities have been going through a lot of construction (dust/pollution) and the heatwave has contributed to heat too! Great question. I know people who comfortably lived in Bhagsu (Bhagsunag) and Dharamkot, and/ but they are very tourist-y and the prices are much higher than when I lived there. So I'd say the best decision must be based on your price point, desires in terms of socialising and food access, Internet needs, etc.
All the best! Another tip I can give you is to go and stay in a traveller's hostel for about a week in the areas you've selected. Then you can explore the local accommodation options. If you see 10 online, there are three times as many in reality that have no online or Google map presence-- all professional or homestays, kind, polite people. So that's what I have usually done. Gone and stayed in a hostel. Looked around, gotten a sense of the place and locality and then settled on a place to stay longer. 😊 Negotiating IRL is much better and easier than online too. 👍🏾👍🏾 Good luck on this new chapter in your journey!
