Japanese are fixated about respect and stuff so they have a whole honorific vocabulary (keigo) used to talk to people that are above in hierarchy. Basically you can just say Omedetō to your friend or relative but when it's formal you should use the whole phrase.

Yes, its to do with trapping a very small surface layer of air, which reduces drag. It's not a spin effect, but spin can be added as the airflow does impart friction on the surrounding air. Hope that helps.

Well, Omedetō does literally mean congratulations. In Japan they say お誕生日おめでとう "Otanjōbi omedetō". This directly translates into Happy birthday.
