how dependable are these engines? looking at 2 sailboats, one has the perkins and other has a yanmar.

I think it depends where you live... It seems extremely difficult to get parts for them in North America... I would stick to a yanmar or Kubota if possible. Probably a different story in Europe for parts though. Finding parts for a 4.108 in Canada hasn't been fun.

The parts are really not that hard to find in the US. I was able to find numerous sources, mostly midwest,and eastern seaboard. Reasonable prices on rebuild kits. Just finishing up one for our sawmill.

and again at 3.50, it seems every time it revs up fast it blows blue/white smoke, isnt that a sign of worn rings?

Could also just be because when you pull the gas lever on the injection pump it takes some time before the engine gets up to speed so the combustion gets too rich at this time span, causing it to smoke.

not a flaw, diesel engines make a little smoke. This is not significant. Its an old tech engine without the new clean-air stuff on it.
