The Hooker is Maynard (as mentioned by another user) He even dressed in face paint and womens clothes on tour. Maynard is out there selling himself (the art he creates). They heard plenty of fans talking about "Tool used to be hard but now they are selling out" and that pissed him off. We are a part of the system. This is one of the reasons that live performances are so important to the band & they are strongly against recording their live shows.

yeah, there's always a set of fans who really don't want the artists they like to become well-known, as suddenly, I'm not the only fan now I'm not cool for liking them anymore... They sold out!! no, they got popular., and honestly, even if you were cool, you aren't anymore, some young kid is now cool, even if this band never got big. Circle of life! heck, even cool is no longer cool!
sometimes artists do work with the system (I remember Red Hot Chili Peppers going to meetings, playing the game when Mother's Milk came out, and then boom! Blood Sugar Sex Magik came out and they got huge. But others, well, they signed to a bigger label and got bigger even if they didn't play the game, and some quit playing the game (Pearl Jam comes to mind). Heck, bands that don't typically end up breaking up. After all, artists still gotta pay bills, eat, replace strings/batteries/drumsticks etc. He's basically saying, you bought my product (albums, tickets, t-shirts, even stickers/patches), i sold out long before you ever even heard my name...

Also, for context, in rock music the accusation of "selling out" is a very serious thing. Even more so back in the 90s when this track came out. But Maynard is taking it in stride and sarcastically going with it, throwing it right back in his face pretty much saying, "That shit isn't real. Everything is a product." ✊🏼✊🏼✊🏼

Spot on. And just to add a little flavor...
"The man" is typically thought of as the authority figure or the system. By saying "You should know that I'm the man. I'm the man and you're the man and he's the man as well. So you can point that fucking finger up your ass." Maynard is dropping knowledge that most people who are followers don't get... we are each our own masters. We get to dictate how we live and what we will compromise to achieve the life we want to live. And that nobody else gets to impose their will upon us if we refuse to accept it.
The fan is calling the band sell outs and Maynard is telling the fan that he missed the point and is a sheep.
Maynard is kind of sticking his thumb in the eye of the industry and the way that fans personalize their relationship with artists. At the beginning when he mentions Vans, 501's, Coke, etc he is showing how the kid has bought all kinds of products, and that Tool's music is no different, another product to be bought. And the kid doesn't know him at all. The "Hooker with a Penis" is Maynard, who sold any artistic integrity that he had to make a record. He battles the record label later both in court and in another recording called Ticks and Leeches.

This song is one big middle finger to all those asshats that claim Tool sold out. In reality, any band you ever hear, especially on the radio or live in concert, sold out. And you are a hypocrite for calling them out because all you've ever bought is sold.
The fan in the van 501’s isn’t necessarily gay. He’s trendy and following the crowd while talking shit about the band selling out.

I dont know if it's an American Cultural term but "The Man" usually refers to the system, the people in charge, the guy pulling the strings. Politicians, Record Label Executives ect.... Hope that helps ✊🏼
