Do you know if I should go for the G.SKILL Trident Z5 Royal 6400 CL30 kit or the 6000 CL28 kit? (planning to get the 9800x3d) Aren't they essentially the same RAM with different EXPO overclock settings since they both use the same A-die? If so, can I just tweak the settings and timings to whichever I prefer? For examle if i get the 6000 CL28 kit. Can I tweak the settings to be 6400 CL30?

The ability of being stable 6400MHz cl28 or cl30, is mainly related to your IMC silicon quality.
