Managed to improve my time by a whole five minutes... feels good. I've learned a lot about various characters kill timers and strategies to make use of. I know now that sub 9 is 100% possible. Sub 8... probably not, though I could see something like 8:30 being done with enough luck.
As I was uploading this, I discovered and read through the rules for the speedrun.com category for this game. According to them, this would be roughly 9:40. I'm not sure I agree with that way of measuring it, but to each their own.
Wish I could get a better recording quality but unfortunately this game just refuses to cooperate, despite being on the lowest settings possible. If anyone has any tips on how to improve it that would be very welcome.
