Maybe couldn't get the car door open, as it can be extremely hard with all the water pushing up against it, as well as may not have been able to climb out through the window. This lady had been working an all-night shift at a bakery and was driving home, probably not aware of the rising waters, and probably not observant due to being tired. She said she thought about not going into work due to the weather, but didn't want to lose her job.
Also, it's pretty dark, you can barely see the car, so how are you supposed to see the waters until it's too late. It would make more sense if the city installed barriers that automatically come down when the water level reaches a certain level. But that would mean investing in the infrastructure, which seems to be out of fashion nowadays.

This lady had been working an all-night shift at a bakery and was driving home, probably not aware of the rising waters, and probably not observant due to being tired. She said she thought about not going into work due to the weather, but didn't want to lose her job.
Also, it's pretty dark, you can barely see the car, so how are you supposed to see the waters until it's too late. It would make more sense if the city installed barriers that automatically come down when the water level reaches a certain level. But that would mean investing in the infrastructure, which seems to be out of fashion nowadays.
