Just my two cents and speculations. If the Philippine government is leaning towards Machiavellianism, they are probably going to let the Chinese Coast Guard apprehend a Filipino then use that as a leverage to rally even more support from the international community, file a new stronger case, and perhaps even get an intervention from the United Nations.
What I worry the most is that the USA is about to undergo a yet another polarizing election between Biden and Trump. In addition, the Philippine president (CIC of the Armed Forces) will also be out of the country for a peace conference on June 15 to 16 (same day as China's implementation of their new aggressive policy). From China's perspective, this could be an opportunity to strike first or to at least raise the tensions and prepare a justification of war against its neighbor(s). That or it will try to force the Philippines to declare war first either by forcing the Philippine's armed personnel to shoot first or through an official government declaration.
Just putting this out there so I could say "I called it" if it ever happens.
Edit: Apparently, the Philippine president wouldn't be attending the peace summit himself. Instead, he appointed a representative to attend on his behalf. The Palace didn't provide a reason why (afaik), but it's probably because of this new policy of China.

They're not gonna benefit from speaking against China, so they don't have any reason to. Besides, ASEAN doesn't even have a collective defense treaty like NATO. They're not obligated to support any ASEAN member in times of war let alone a dispute.
The keyword on what you said is "silent" - they chose to remain silent. It doesn't mean that they're against what the Philippines is doing. It would be another thing if they explicitly told the Philippines to stop.

It's China's presence and creeping expansion within the Philippine Exclusive Economic Zone that is illegal. The Philippines has souvereign rights on its Exclusive Economic Zone. It is never China's territory
China's nine-dash line claim was invalidated by the Permanent Court of arbitration at the Hague in 2016. China is among the first countries who signed the UNCLOS in 1982 and ratified it in 1994. But China refuses to follow the rule based order of UNCLOS and rejects the arbitral court's' ruling to pursue its belligerent expansionism.
