Panahon na din upang ibalik ant ROTC sa kolehio dahil sa disiplina na makukuha ng mga bata, kaya ang dapat sisihin kundi ang mga lawmakers na gumawa ng batas na nagbabawal sa mga guro na mamalo o d kaya any form of punishment.

You are very correct that the secretary of DepEd shall be 13:58 from the rank and file from the department of deped not a politician who are not an educator.
Local Registrar Office po ang dapat mag scrutinized ng mga supporting documents.
A more liberal-thinking deped leader may be more appropriate to encourage creativity and novelty-seeking among those under the secretary, including teachers.
