The first use of the term "West Philippine Sea" by the Philippine national government was only as early as 2011. It was never a term on any internationally recognized maps. In fact when France claimed Paracel Island and Spratly Island in 1931 and 1933 a certain chinese consul in Manila Mr. Kwong in July 26, 1933 asked the helped of the US Coast and Geodetic survey and was suprised to find out that Paracel Island and Spratly Island are not the same island.
