Good question. I've found it faster and more efficient to use an X-Acto. Also concave areas of the shape would be difficult to cut with scissors. I've tried both ways with groups of students and the X-Acto on a cutting board always wins. But definitely use scissors if you are more comtforable working with them, and if the shape is not curvlinear, they probably will be OK. Of course a digital paper cutter is the best! I noted you said Polycrylic Varnish is water-based. If the watercolor design were precise, would this varnish tend to make the watercolor run?
