Cardboard sleeve like an Action Figure? Cardboard would be totally fine. The plastic wrap tho...I wouldn't trust that to hold paint or marker. It moves too easy.

It all depends on the event. MOST have an entry fee and treat it as an event similar to a concert etc. The events I go to have cost me at most $30 a day or $75 for a fri-sun pass.

Some places have you buy autograph and photo tickets before you get in line. Other places let you pay at the table. It's all the same really. Depends on the talent.
You can! I once got the voice of Overhaul to sign a Predator funko pop before he had an overhaul pop. I eventually plan to window swap the autograph onto it. #zerotime
Honestly, just meeting Ricco was an experience by itself, really cool dude. Ask him if he may play a quick tune on his guitar if he takes it, he's great.
I was planning on bringing 4 hard stacks and bring the box with the figure in it…would it be easier for them to write on the box if it’s flat how u did?

So, if you're going to put them back in the pop protector what is the point in flat packing to begin with? If its weight thats a concern, then just remove the pops. But in reality, unless you're carrying a huge amount of pops, the weight wont be much of an issue.
I flatten them so I'm not juggling square boxes the entire con. Can just put them all in a folder in my backpack and get them signed as I go. After signed and dried, put them in protectors in Square shape and leave.
I was surprised at all the prima donnas who won't allow taping or take awkward photos where they won't stand near the fan who paid for the photo and have to lean over a table for a pic. Then charge outrageous fees for some group pic of a tv show cast. Chevy Chase acting aloof. I admired Henry Winkler who was wonderful to fans and the one guy from Game of Thrones who was super nice.

All situational. But majority of the folks do cards. Heck, I once paypal'd a voice actor. It's all up to them really.

I just bring flat boxes for convenience to myself. But it is easier for them to actually sign it flat. Sorta like writing on paper.

Typically, it's price per item. And here recently they have been charging an additional fee if the item is a Funko Pop.

Spacing issue. Easier for me to worry about carrying boxes for a portion of the con than the entire con.

Yea it's pretty strict. Pay walls for everything. Photo? Cash. Auto? Cash. Video as well? Also cash.
