I always imagined the Zoats to be refugees which are fleeing the Tyranid invasion. Some managed to gain control of Tyranid bioforms, especially those that are not controlled by synaptic creatures, due to the Zoat's telepathic abilities and by doing so escaped the Tyranid hordes. Many Zoats have been subsumed by the Tyranids, others escaped into the galaxy on biofleets such as Colossus while others still are spread across the galaxy. The very existence of the forerunner's ancient vessel seems to indicate that Zoats were active in the galaxy long before the arrival of the Hive Fleets. So, my scenario is this- the Zoats were a civilisation at the edge of the galaxy wo had advanced biotech. The Hive Fleets reached and consumed their planet but due to Zoat telepathic ability, many Zoats were subsumed rather than consumed by the Tyranids. They lived as a sort of parasitic race within the greater Tyranid organism, using their powers to "convince" the Tyranids that they were indead one of their synaptic creatures. Some Zoats took command of Tyranid bio-ships, like cuckoos taking over a nest, and used them to flee into the known galaxy. Others, such as the forerunner, had already escaped on Zoat made vessels. At any rate, the Zoats who were subsumed were eventually purged by the Tyranids once the evolution of the Hive became advanced enough to detect them. Those who fleed on Tyranid vessels were hunted down by the Imperium once they breached Imperial space, most notably the battle against "Hive Fleet" Colossus. There are scattered Zoats still active in the galaxy, such as the Archivist, but they are few and far between. The Zoats are largely a spent force now. To make real world parallels, I imagine the Zoats being like the various Germanic tribes, driven into the bulwark of the Roman Empire by the oncoming Huns (the Tyranids) as well as being a parasitic race that, due to a quirk of biology, managed to live within the Tyranid bio-organism until detected and eradicated, much like a bacteria or virus or other parasite living within a larger organism in the real world

They shall find a suitable use for you as part of the multi-body that supports the Great Mind - the Mind that shall spread through all the universe.” Its voice was lulling, hypnotic - so they listened. “Your… engenderings… will partake in a Great Work,” it announced. “The Masters tell us that the Great Mind senses that there are… savage entities… within the warp which this galaxy floats upon, as glittering scum on a black lake-” “Tzeentch…” muttered Biff. Yeri darted a look of utter warning at his brother. With power-glove, Yeri mimicked the scribing of anathema upon bones… “Chaos…” Biff made a hex sign. Yeri looked on the point of leaping to muzzle Biff, lest Lex’s bones be put in peril. “Yes, Chaos,” sang the centaur. “Thanks be to the Great Mind that Guides, the Masters are immune to corruption!” “Your galaxy is crumbling under this corruption,” it hissed. “Our ships shall take your flesh, extract your genes, and forge instruments that will wash your worlds clean of…” It stared at Biff, eyes glittering, “…of the taint of Tzeentch. And… of other taints,” it added. “Do you fear the torments of this Tzeentch?” Oh, it had picked up on the name Biff murmured. “And… of the other kindred torments of Chaos?” it asked. “Under the wise guidance of your new tyranid lords all flesh shall finally be remoulded into pure tools, serving the tyranid Overmind, which shall expel and quench all this tarnish utterly. You can never achieve that. For the traits of Chaotic tarnish are written within you. We can unwrite what was written. We shall delve for your daemons and expunge them! This is our message to you: withdraw, relinquish, yield, and serve. Monastery...” - Imperial Fists encounter Zoats[Lacrima Dolorosa III incident] Zoats are 40k versions of Dragon-ogres Imo, the Zoat renegade/mercenary would be a great character to ad to some Rouge Trader or Radical Inqiusitor Retinue.
Zoats and Squats are my favorite. Zoats sort of remind me of Yahg from Mass Effect. Imagine a Zoat taking over a Tyranids' Hivefleet, possibly by manipulating the Norn Queen, (SPOILERS) in a similar way to how the Yahg took over the Shadowbrokers position and started manipulating the entire galaxy. That is a level of intelligence and will that Zoats are known to display (at least, my headcanon interprets their independence from the Tyranids as at least partially a product of their will, that may not actually be the case).

You know, I think they are a cool Xenos race. But if they’re used as an alien race. Soldiers of a minor, alien, empire? Or used as mercenary’s or auxiliaries. There are other examples of this in Warhammer 40 K lore. What I don’t like them as, is another tyranid monster race. The bugs already have numerous killer aliens. Also, these are to different than the rest of the hive, after all, it shows them using technological weapons, not bio weapons. And even though I believe the hive mind should be portrayed as alien yet intelligent, I just don’t see it using diplomats. I mean it’s purpose seems to be to conquer and consume. And if it did have diplomats, why would they use things that are so different than the humanoid bipedal form that most races in the Milky Way seem to have?
