I don't know whether you are from technical base. I strongly oppose that this device can't save power because this is a regulator cum protector device with various protection features, since this device is not the end load, but it can save small amount of power if the existing Stabilizer device used is having low efficiency of power regulation due to high losses but it can't save power 99% as you mention you consumption will be only 1% if you use this device. End load will decide the power consumption matters not entirely by stabilizer or these kinds of device. If this device is highly efficient with very low losses comparing to existing stabilizers then it can save very low power.
