I think the another meaning of the 4th stanza is - when he said "if even i were in my boyhood" refers to his boyhood in london and saying if he was in london then , he wouldn't call the west wind to pass his messages, he would himself go to the battle land and revolt, he then wouldn't need west wind to help him out to spread his message.

Ma'am, can it be that in Prometheus Unbound by Shelley he tried to compare his position in society with Prometheus among Greek Gods?
