To the people questioning this. It does not apply to covers you find on the internet or streaming apps, it's only for physical CD case covers that they do this, which most of us don't buy nowadays in all the countries.
One mistake they did was to say Middle East, instead of saying few countries in the Middle East. I bet this applies for Saudi Arabia at least, possibly even on the internet.
