Because that would mean that the citiziens would see how it works in the rest of the world and their propaganda would be useless. A lot of those people would probably never get back and they would stay somewhere with better life conditions. And it would also mean, that some secrets could be exposed to the rest of the world. I come from former communist state, while it never got into that level like in North Korea, it worked here in similar way (though with a lot of more freedom compared with North Korea)
Problem is, even if they were able to leave and never come back thanks to a vacation, they would put their families at risk of being imprisoned, tortured or killed. :/

They realized that he was trying to escape, so they sent a couple hundred troops to search for him and kill him. If the guy escaped, all the troops that were after him had to be killed. The man barely escaped crawling (literally) and someone from South Korea helped him cross when he was crawling. All those troops were killed.

I come from former communist state, while it never got into that level like in North Korea, it worked here in similar way (though with a lot of more freedom compared with North Korea)

Interesting story I heard from a teacher: There was this guys who was trying to escape North Korea and go to South Korea. They realized that he was trying to escape, so they sent a couple hundred troops to search for him and kill him. If the guy escaped, all the troops that were after him had to be killed.
