There is an easier way to solve this problem. 1. Launch the Command Line with the "Run as administrator" option. 2. In the CL navigate to the folder containing the installer package. 3. Enter the installer package name including the extension. Alternatively, if the context menu for the installer file offers the "Run as administrator" option, your can do it directly from the Windows Explorer window.

ummmmm.... rather than doing that, why not just open command prompt as administrator, and run the installer? No need to hack registry that way.
